The fact on how the exit is counted specifically depends on the chosen validity in the configuration of the process:
Validity "Process"
A user is counted as exit, when he doesn't access the subsequent process step within the visit and/or starts the process again before he finishes it.Validity "Visit" / "Visitor"
A user is counted as exit, when he doesn't access the subsequent process step within the visit.
